As per , Milan have identified Guerra as the midfielder who can replace Reijnders at San Siro. The club are looking to offer €18 million (£15m/$20m) plus €4m in bonuses to Valencia, but the Spanish side would need around €25m (£21m/$29m) to part ways with the 22-year-old. Talks over Guerra's contract extension has also stalled, giving Milan more reasons to pursue the midfielder's signing.

There is an internal feeling within the Italian club that Guerra can achieve greater heights than Reijnders at Milan. With Milan on the verge of signing Luka Modric for free and Granit Xhaka having greenlit the move on personal terms, the addition of Guerra will be beneficial for both the club and the player. The Serie A club plans to use the experience and maturity of Xhaka and Modric to enhance Guerra's playing skills. They aim to utilise a similar system for other young talents as well.

Reijnders arrived from AZ for a similar fee, but Guerra will have more to his credentials should he arrive at San Siro. The 22-year-old has already amassed 89 appearances for Valencia and is a key player for the U21 Spain national team, having started two of the first three games.

Milan are not financially stable enough to spend big on players considering the current situation and have drawn a line not to spend more on a player should the expected transfer fee cross their budgetary allowance. In this case, the club will move to option B rather than continuing negotiations.
Milan are also looking to offload Rafael Leao, who is reportedly also interested in moving out of Italy and joining Bayern to start a new chapter in his career.
